You need to complete the quest Kate and Rhagoh first to gain access to the Underground Tier which leads to its location. PC only: Also, check 7-Year-Old Larvae in the Sweeping Safehold, Bandit in the Central Tier, Bandit in the Underground Tier, or Mad Demon in the Passageway Tier. They may spawn along with Rockbiter.
