This monster warps around so it may be at different locations: B-16, or C-16,17, or E-17, or G-14.
On entering the Phoenix Section, ensure that no enemies are present until you reach a single Pest in front of the door at F-8. Also check for the Prowler on J-16. If Prowler is absent then Eye of Damnation has (almost certainly) spawned.
May appear during Blooming Flower, Singing Bird.

PC only: Rotten Tears can also be present in the Oath Section.
