I think that the soldiers' final weapon should be only go to the superior level of whatever their weapon would turn into.
So it would be Warlord's --> Hawkwind/Bluesteel/Scythe/Highbrand, etc. --> Superior Hawkwind/Bluesteel/Scythe/Highbrand, etc.
